CAEP Accountability Measures
CAEP requires educator preparation programs (EPPs) to annually report measures that are used to provide information to prospective teacher candidates and the public about program outcomes and program impact.
- Measure 1 (Initial): Completer Impact and Effectiveness
- Measure 2 (Initial and Advanced): Satisfaction of Employers
- Measure 3 (Initial and Advanced): Ability of Completers to Meet Licensing Requirements
- Measure 4 (Initial and Advanced): Ability of Completers to be Hired
These measures and their supporting evidence provide a method for Wayne State College to continuously drive program improvement. In the Nebraska First Year Teacher Surveys from 2021-22 through 2023-24, principals responded overwhelmingly that teacher candidates who graduated from Wayne State College consistently had a positive impact on P-12 student learning and development, and that WSC graduates compared very favorably with graduates from all other EPPs across the state.
Measure 1 (Initial): Completer Impact and Effectiveness
Impact on P-12 Learning
Data were gathered related to employer satisfaction of first-year teachers in Nebraska through the Nebraska Department of Education (NDE) survey sent to principals. In the 2022-23 through 2024-25 Nebraska First Year Teacher Surveys, principals responded overwhelmingly that teachers who graduated from Wayne State College consistently had a positive impact on P-12 student learning and development, and that Wayne State College graduates compared very favorably with graduates from all other teacher-preparation programs across the state.

Teaching Effectiveness
Data were gathered regarding effectiveness first-year teachers in Nebraska through the Nebraska Department of Education (NDE) survey sent to principals. In the 2022-23 through 2024-25 Nebraska First-Year Teacher Surveys, nearly all WSC-prepared first-year teachers were scored by their principals as proficient to advanced regarding implementation of the knowledge, skills, and dispositions for teaching evidenced in the Interstate Teacher Assessment and Support Consortium (InTASC) standards.

Measure 2 (Initial and Advanced): Satisfaction of Employers
Initial Programs
Data were gathered related to employer satisfaction of first-year classroom teachers in Nebraska through the Nebraska Department of Education (NDE) survey sent to principals. In the 2022-23 through 2024-25 Nebraska First-Year Teacher Surveys, principals responded overwhelmingly that teachers who graduated from Wayne State College were effectively prepared and would be retained by the school district. A summary of these results follows.

Advanced Programs
Data on employer satisfaction of advanced program completers in Nebraska were collected through the initial pilot administration of the 2023–2024 Advanced Program Employer Survey. The survey was administered in October 2025 and distributed to completers’ direct supervisors (46 recipients; 16 responses). Employer ratings for completer preparedness averaged approximately 3.5 on a 4-point scale, indicating that completers are perceived as well to very well prepared for their professional roles. A summary of the results is provided below.

Wayne State College will implement a more streamlined Employer Satisfaction Survey for this data measure, beginning Summer 2026 with 2024-25 completers. Results from the revised survey will be available for the first time no later than August 2026.
Following the pilot administration, the College reviewed item responses and revised several questions to improve clarity and reduce ambiguity. Survey length was also identified as a limitation, leading to the development of a more concise instrument.
In addition, Wayne State College will implement a structured reminder schedule to improve response rates among program completers.
Measure 3 (Initial and Advanced): Ability of Completers to Meet Licensing (Certification) Requirements
Nebraska no longer requires licensure examinations for teacher or administrator certification. Candidates who successfully complete Wayne State College’s state-approved educator preparation program are eligible to apply for teacher licensure in Nebraska.
Wayne State College remains committed to preparing highly qualified educators through rigorous coursework, clinical experiences, and performance-based assessments aligned to Nebraska standards.

The ability of completers to be hired is computed as the percentage of initial program completers each year (based on data from Wayne State College) who are listed by the Nebraska Department of Education as having been originally employed in a Nebraska school district during that year.
