Difficulties with internet and network dependent services today

As I am sure some of you are already aware, there were
difficulties accessing the internet and in some places using a network dependent
service such as a copier.
I would like to share with you what we know at this point. Early this
morning we received a message from our counterparts at the State level that one
or more WSC servers were initiating Distributed Denial of Service attacks
(DDOS) on a server within the State network. The specific attack in this
particular instance is believed to be a Domain Name Server (DNS) amplification
DDOS attack. When you visit a website you are usually enlisting the services
provided by a DNS server. Your computer sends a request to the DNS server and it
is generally configured to respond. Just as someone can "spoof" your email
address and send you, or someone you know, unwanted spam messages and have it
look like it was sent by you, a similar concept can occur where requests to a
DNS server are spoofed.
While we were able to apply a temporary solution
to restore services it will take some time to implement a permanent
