We are starting to see some e-mail from what appears to be the IRS. Likely it is not from the IRS and is a bogus inquiry requesting information. It would be prudent to refrain from replying to these kind if information requests.
The e-mail we are seeing looks like the following:

After the last annual calculations of your fiscal activity we have determined that you are eligible to receive a tax refund of $93.60. Please submit the tax refund request and allow us 6-9 days in order to process it.
A refund can be delayed for a variety of reasons. For example submitting invalid records or applying after the deadline.

If you have concerns that the e-mail might be legitimate, you can always reply to the e-mail and ask for the directions to their closest office so you can supply that information either in person or through your tax preparer.
